Morocco adopts world’s largest biometric ID system, Aadhaar

Morocco, alongside the Philippines, became the first two countries to adopt the Indian program Aadhaar, the world’s largest biometric ID system, which operates based on a 12 digits unique identity number.

The two countries will use open source technology to create Aadhaar-like systems to implement them to identify people, Indian media reported.

“With the necessary technology stack, the countries are developing independent platforms for improving ease of living and providing legal identity to citizens,” explained the same source.

Modular Open Source Identity Platform (MOSIP) working at the International Institute of Information Technology Bangalore (IIIT-B) and the Unique Identification Authority of India (UIDAI) are in support of the Moroccan implementation of Aadhaar.

“Global outreach and helping other countries is one of the five pillars of Aadhaar 2.0. We already have eight to ten countries from different parts of Asia and Africa reaching out to understand what Aadhaar is and how they could potentially use the Aadhaar architecture,” an official told the Indian media.

The program was first created in 2010 and became the subject of many Indian rulings, like the voluntary nature of having this number, and the right to privacy. The program operates using a print reader which very quickly identifies people.

This program makes it impossible to fake identities and is very hard to hack.

India’s supreme court previously refused to allow police to use the tracking method to identify criminals, making it impossible to exploit Aadhaar’s data if the holder of the number doesn’t consent to it.

Several Indian media reports explained how the police have very limited to no Aadhaar data access.

According to an media report from 2017, Moroccan officials traveled to the country in an attempt to understand Aadhaar’s success and replicate it.

The previous minister of interior, Noureddine Boutayeb, led a delegation to study the program on a ten days visit, alongside other programs like a criminal tracking network system.
