FIFA Launched a social campaign in cooperation with the United Nations that will feature customized equipment for each round of the tournament.

Captains of nine European teams including England’s Striker Harry Kane, Wale’s Gareth Bale, and Germany’s Goalkeeper Manuel Neuer were planning to wear the inclusive and LGBTQ+ rights “One Love” armbands for the World Cup in Qatar, a country that criminalizes same-sex relations.

World Cup Captains could be fined or shown a yellow card for any attempt to wear the armband since it’s outside of FIFA regulations.

The theme for the quarter-finals will be under the title of ‘No Discrimination’, which sees no specific mention of LGBTQ+ rights.

The FA’s Chief Executive Mark Bullingham said that England is willing to be fined for wearing the armband.

According to a report from Bild, the DFB is considering whether or not Manuel Neuer should wear the armband ahead of their participation given the potential consequences, while Harry Kane is expected to wear the slogan.

FIFA regulations on Equipment rules: “At FIFA tournaments, match staff must wear official clothing and equipment provided by FIFA, including FIFA event badges and specified and provided by FIFA”.
