The draft law framing the national Investment Charter was adopted by a majority Tuesday in the House of Representatives, in the presence of Mohcine Jazouli, Minister Delegate in charge of Investment.
This charter provides a specific support mechanism for Small and Medium-sized Enterprises (SMEs), and a mechanism dedicated to the development of Moroccan investments abroad.
This bill, which will still continue its legislative process before final adoption, aims to improve the impact of investment, including the creation of permanent jobs, and reducing disparities between provinces and prefectures in terms of attractiveness.
The new charter also aims to direct investments toward high-value-added productive sectors.
The new text has broken a decade-long deadlock, as more than 65 versions were prepared and never adopted.
Earlier this year, the broad outlines of the latest version of the Investment Charter were presented to King Mohammed VI in a working session, who then urged officials to initiate an urgent adoption.
Other priorities of the charter include sustainable development, improving the Moroccan business climate, and strengthening the attractiveness of the Kingdom to make it a continental and international pole for foreign direct investment (FDI).
The charter aims to facilitate investing and significantly increasing the share of domestic and foreign private investment, while utilizing income to revitalize the job market and advance regionalization.
