49% of Moroccan students left universities without obtaining their Ph.D. diploma, according to a recent official report published by the Ministry of Higher Education, and Scientific Research’s Supreme council.

The decision to give up on Ph.D. studies among Moroccan researchers is mainly associated with a lack of managing project funding, in addition to the slow, and length of procedures linked to it.

Additionally, the percentage of Ph.D. theses that are discussed remains very low and far from the number of enrolled students, as it did not exceed 5.7% in 2017, according to an evaluation analysis on Scientific and Technological Research in Morocco carried out by the National Evaluation Authority at the Higher Council for Education, Training and Scientific Research.

The Supreme Council for Education, Training and Scientific Research also confirmed the lack of discussing Ph.D. theses, after enrolling in universities.

“The complexity and length of the procedures for funding scientific research projects not only affect the students’ academic life, but also negatively the university,” the report stated.

As for the human capital of scientific research in universities, 60% of professors are aged above 50, while 28% are aged between 40 and 49, according to the report’s data.

In terms of gender, the Supreme Council for Education and Training’s report showed significant weakness in the presence of female researchers and professors in Moroccan Universities, as their percentage does not exceed 26%, compared to a majority of 76% males in 2018.

The growth in the number of female researchers and professors at the universities remains very slow, as it only increased by 1 point during the period between 2013 and 2018, moving from 25 to 26%, according to the same source.
