The Wali, director-general of local authorities, Khaled Safir, said Saturday that the Morocco of regions to which we all aspire gives local taxes a key role in strengthening the financial resources of local authorities.

At a symposium on “The independence of local taxes and regional planning: diagnosis and reality of the situation” organized at the initiative of the Kingdom’s treasury, Safir said that Morocco has chosen, since independence, to combine its tax system between taxes of local authorities and state taxes.

In an intervention during a session on “The management of local taxes: what tools, what harmony and what stakes?”, Safir pointed out that with the development of the irreversible process of decentralization, the levies in 1962 concerned only urban communes before their expansion in 1967 to include rural communes, prefectures, and regions in 1989 and 1997.

In his speech, Safir reviewed a comprehensive overview of local tax administration, its actors and tools in tax law and accompanying measures, emphasizing the harmony of the work of actors in the management of local taxes through the partnership between the Directorate General of Local Government, the General Treasury of the Kingdom and the Directorate General of Taxes.

He stressed that this work to harmonize local tax administration had been strengthened by the strong mobilization of the Directorate General of Local Authorities in the simplification of procedures and administrative steps, the dematerialization in the field of statistics and nomenclature, and the dematerialization of administrative procedures related to taxes and fees managed by the tax services of local authorities.

Safir said that the efforts made by the Directorate General of Territorial Communities in this area must be strengthened with all other actors to ensure the training of elected officials and employees of local communities in the context of a participatory approach to promote the local public service.

After stressing the importance of the human factor in managing local taxes, the ambassador said that the relevant departments and training institutes of the Directorate General of the soil communities had organized 107 training courses for about 2,600 participants affiliated with local authorities.

He added that other training courses leading to diplomas of technicians specialized in local finance had been launched to train 150 trainees in a first station.

According to Safir, the reflection on the improvement of the management of local taxation must be part of the horizon of the activation of a profitable and effective Moroccan local taxation that establishes a sustainable fiscal space.

The Wali, director-general of local authorities, concluded that the consolidation of tax resources of local authorities had become a meaningful way to meet the financing needs imposed by territorial development.
