David Govrin, the chargé d’affaires of the Israeli Liaison Office in Rabat, announced yesterday, his appointment as Israel’s ambassador to the Kingdom of Morocco, on his social media accounts, without any official confirmation from the Moroccan diplomatic channels.
Legal experts criticized the term “appointment” mentioned in the Israeli official’s post, since the official appointment of ambassadors in the kingdom should be preceded by submitting their credentials to the Ministry of Foreign Affairs, before being received by King Mohammed VI in an official meeting. Govrin’s announcement, however, was made in a unilateral way.
According to Hespress sources, there is nothing official about Govrinas’ appointment as Israeli ambassador in the Kingdom.
Minister of Foreign Affairs Nasser Bourita refused to comment on the situation.
According to Muhammad Choucair, a researcher in political affairs, “the full normalization of diplomatic relations is only a matter of time; as this falls within the terms of the bilateral agreement between Israel and Morocco, with the blessing of the United States of America, and therefore, relations will move towards full cooperation.”
Alongside the United Arab Emirates, Bahrain and Sudan, Morocco normalized ties with Israel under the mediation of Donald Trump’s administration.
Liaison offices between Morocco and Israel existed but were closed after the second Palestinian Intifada in the 2000s.
During his visit to Kingdom, in August, Israeli foreign minister Yair Lapid inaugurated the headquarters of the Israeli liaison office in Moroccan Capital, Rabat.
The renewal of ties coincided with Trump’s government officially recognizing the Moroccan Sahara, with Biden’s office keeping up with the decision.
Choucair explained, in a statement to Hespress, that “David Govrin was, in fact, an ambassador, but the two countries decided to not announce, waiting for the appropriate vision became clear,” he continued “the promotion of the Govrin to the rank of ambassador may precede the visit of the Israeli Defense Minister to the Kingdom.”
The same researcher pointed out that normalizing ties with Israel “will take some time,” in order to prepare Moroccan public opinion to tolerate “this type of political relations”, which will also include military, economic and diplomatic dimensions.
