Morocco’s National Union for Administrative Reform, affiliated with the Moroccan Workers’ Union (UMT), has urged Head of Government-designate Fatima Zahra El Mansouri to make administrative reform and the digital transition priorities of the next government.

The union called for faster administrative reforms, expanded digital services, greater investment in artificial intelligence and new technologies, and stronger training and recognition of public-sector skills. It also urged the government to accelerate the use of Amazigh as an official language in public services.

The union said the digital transition and administrative reform should be treated as a “major national priority” based on competence, integrity, transparency and fairness. It also called for preserving the unity of the sector and avoiding what it described as politically motivated fragmentation.

The union welcomed what it described as gains made during the outgoing government’s term, particularly through social dialogue. It said digitalization should improve public services and transparency rather than reproduce existing administrative shortcomings.

It also called for stronger action against corruption, rent-seeking and poor management, as well as greater accountability and more precise assessments of administrative weaknesses to reduce the waste of public funds.

The union said public services should help advance social and territorial equality and equal access to services, particularly in rural and mountainous areas and other underserved communities.

It also stressed that administrative reform and digitalization depend on improving conditions for public employees and recognizing their skills, with human-resources management based on equality, merit, transparency and professional fairness.

The union further called for continued implementation of Amazigh-language policies in public administration and said the issue should be included in the next government’s program.

The union also said it would continue pressing for the implementation of outstanding institutional measures under the sectoral social agreement signed on April 30, 2026, and for their translation into legal provisions and concrete gains. The agreement was signed between the union and the Ministry of Digital Transition and Administrative Reform following talks on professional, material and social issues affecting ministry employees.
