Ceuta crisis exposes limits of EU reliance on Morocco for border control

The mass migration surge into Ceuta has exposed the fragility of Europe’s reliance on Morocco to control its southern borders, according to an analysis published by Eurasia Review.

Mohamed Chtatou, the analysis’s author, described EU-Morocco migration cooperation as a complex bargain shaped by security, trade, diplomacy and unresolved sovereignty disputes.

European governments depend on Morocco to curb irregular crossings along the western Mediterranean and Atlantic routes. Rabat, meanwhile, relies on the EU as its leading trade, investment and diplomatic partner but rejects being reduced to Europe’s “border guard,” Chtatou wrote.

The relationship came under renewed pressure after more than 72,000 people crossed into Ceuta on July 30 and 31. The influx overwhelmed the Spanish-administered city and tested operational cooperation between Rabat and Madrid.

Chtatou argued that the crisis showed how border coordination remains vulnerable to wider disputes, including Morocco’s claims over Ceuta and Melilla and European positions on the Sahara.

The analysis placed the relationship within the EU’s policy of “externalizing” migration control by shifting interception and containment toward neighboring countries. Critics say the approach turns Morocco into a buffer zone while creating uncertainty over responsibility for migrants’ rights and access to asylum.

Morocco’s geographic position also gives Rabat leverage in broader negotiations covering trade agreements, investment, development funding and legal mobility for Moroccan citizens, Chtatou said.

He called for the partnership to move beyond deterrence and physical barriers toward shared responsibility, legal migration routes and stronger human-rights safeguards.

Joint security efforts should focus more heavily on dismantling international smuggling networks instead of concentrating principally on preventing migrants from reaching European territory, the analysis concluded.
