Delays in international bank transfers are jeopardizing the education of Moroccan students in Russia, preventing many from paying tuition, rent and living expenses despite having financial support from their families.
The payment difficulties have raised concerns that some students could face late-payment penalties, administrative sanctions or even lose their enrollment if the issue is not resolved.
The matter has reached Morocco’s parliament, where lawmaker Khalid Satti submitted a written question to the Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, urging the government to take immediate action.
Satti said Moroccan students studying at Russian universities are facing growing financial difficulties because international transfers to Russia have become increasingly complicated.
According to the lawmaker, bank transfers are frequently delayed or blocked, while some bank accounts have reportedly been closed, making it difficult for students to access funds sent by their families.
He stressed that the problem is not a lack of financial resources. Many families are able to cover tuition fees, accommodation and living costs, but banking restrictions are preventing the money from reaching students in time.
As a result, some students have been unable to meet university payment deadlines despite having the necessary financial support available in Morocco.
The delays have led to mounting unpaid tuition and housing fees, exposing students to late-payment charges and administrative measures that could threaten their ability to continue their studies.
Satti said students and their families are being penalized for circumstances beyond their control and should not bear the consequences of international banking obstacles unrelated to their academic performance or financial capacity.
He called on the Foreign Ministry to coordinate with the relevant Moroccan institutions and Russian authorities to establish exceptional mechanisms that would allow Moroccan students to transfer tuition fees, housing payments and living expenses without further disruption.
The lawmaker also urged the ministry to safeguard the rights and interests of Moroccan students in Russia by ensuring they can continue their education without interruptions caused by payment difficulties.
