Morocco’s National Road Safety Agency (NARSA) has called professional bodies representing driving schools and traffic code instructors for a meeting next Friday to discuss the implementation of the multi-service digital platform, “Téléservices,” which will allow booking appointments and submitting various professional license applications.
The meeting comes at a time when a final agreement is yet to be reached between these bodies and NARSA regarding the separation of the theory test from the practical test in driving license examinations due to disagreements over organizational aspects and the long duration between the two exams.
Multiple professional sources have revealed that the new platform will contribute to the digitization of procedures related to the medical examination required for driver’s license applicants.
The sources explained that the platform “will enable accredited doctors to input the applicants’ medical examination results directly into the platform.” However, they noted that “no final decision has been reached on this matter yet, as the full picture of the platform’s services will only become clear after Friday’s meeting.”
According to Dahan Boubarad, president of the National Union of Driving School Associations, “the matter remains pending, awaiting a formal decision.”
Professional observations
Speaking to Hespress AR, Boubarad said that “the bodies representing the sector have raised multiple observations and questions regarding how the separation of the theoretical and practical tests would be implemented,” emphasizing that “these points require further consultation and clarification before a final decision is made.”
Regarding the multi-service digital platform, he added: “As professionals, we welcome in principle any step that would develop the sector, taking into account the technical and practical constraints faced by institutions, so that this step is a positive addition and not an additional burden added to the professionals’ challenges.”
Regarding the ongoing discussions on how the “Lavisite” medical examination platform is to be organized, Boubred stressed that “the matter has not yet been definitively settled, as a number of details remain dependent on access to the platform and how these procedures would be implemented in practice.”
He added, “Therefore, as representatives of professionals, we prefer to wait for the full picture and to examine all technical and organizational aspects before giving a final stance so that any measure is clear and serves the interest of the sector and the public without creating additional complications.”
Examination and digitisation
For his part, Mohamed Chourane, first vice president of the Moroccan Association of Driving School Owners and Institutions, confirmed that “no decision has been made yet regarding the separation of the theory test from the practical test,” noting that “this is one of the points of disagreement between us and NARSA.”
Speaking to Hespress AR, Chourane noted that the bodies are concerned that “an arrangement might come into force where the theory test is taken at one driving school and practical training is carried out at another, as a number of institutions do not adhere to the set tariffs.”
Similarly, Chourane stressed that “the period between the two tests” is itself a point of contention.
On the issue of the platform organizing the medical examination, Chourane confirmed that “accredited doctors will have access to the platform and will be able to enter the data of candidates after undergoing the medical examination directly onto the platform.”
Chourane concluded by emphasizing the importance of the digitization project through the multi-service platform, noting that “this project will prevent tax evasion as well as non-compliance with training tariffs.”
