Algeria’s changing language signals possible path to Sahara settlement

Algerian President Abdelmadjid Tebboune adopted a noticeably more measured tone on the Moroccan Sahara issue in a recent interview with local media, pointing to progress in the U.N.-led process and noting that the United States is fully aware of proposals submitted by Algeria.

Tebboune’s remarks marked a departure from earlier positions characterized by rigid rhetoric and public support for the Polisario Front’s narrative on the Moroccan Sahara.

The shift comes after a visit by U.S. Deputy Secretary of State Christopher Landau to both Algeria and Morocco, during which Washington reaffirmed its recognition of Morocco’s sovereignty over the Sahara and stressed the need to accelerate efforts toward a realistic and lasting political solution.

Political activist Didai Biboute said Tebboune’s reference to the smooth progress of U.N. Security Council Resolution 2797 signals more than just a softer tone.

Speaking to Hespress, Biboute noted the absence of language traditionally used by Algeria, particularly references to the “right to self-determination.” He also highlighted the lack of explicit support for the Polisario Front or direct criticism of Morocco.

According to Biboute, this rhetorical shift reflects an adjustment to evolving geopolitical realities.

He added that recent U.S. diplomatic engagement delivered clear messages, including support for Morocco’s autonomy plan as a viable framework for resolution. These dynamics, combined with Washington’s reaffirmed position, appear to be pushing Algeria to reassess its approach.

The role of U.S. influence

Development researcher Said Bouchakouk said Algeria’s softer stance reflects growing diplomatic pressure and regional isolation, particularly regarding the Sahara issue.

He said Tebboune’s acknowledgment of U.N. Resolution 2797 suggests a transitional phase ahead of a potential resolution.

“The Algerian president’s acknowledgment of the U.N. resolution represents a stage in managing a transition toward resolving the dispute,” Bouchakouk said.

He added that the prolonged conflict has come at a cost, including missed opportunities for regional integration and the stagnation of the Maghreb union project.

Bouchakouk also said Algeria increasingly recognizes that the issue is being shaped by major global powers, particularly the United States, and that a compromise framework may become unavoidable.

Sidi Sbai, president of Sahrawi Youth for Peace, described Tebboune’s recent statements as a calculated response to accelerating diplomatic momentum and shifting regional dynamics.

In comments to Hespress, Sbai said the absence of Algeria’s usual escalatory rhetoric reflects a growing recognition that confrontation is no longer sustainable as Morocco gains diplomatic ground.

He pointed to Landau’s visit as a key moment, noting that Washington’s reaffirmation of support for Morocco’s autonomy initiative has contributed to shifting dynamics.

Sbai said the broader trend reflects a move toward political realism over rhetoric, with increasing international pressure for a practical solution.

While the shift remains gradual, he said it could signal the beginning of a new phase, laying the groundwork for a potential settlement increasingly framed around Morocco’s autonomy proposal.
