A legislative petition has been submitted to the Parliament of Morocco calling for citizenship to be granted to all children and grandchildren of Moroccan Jews.
The petition was launched by El Houssain Benmessaoud and submitted to House of Representatives Speaker Rachid Talbi Alami and Nadia Bouaida, chair of the Foreign Affairs Committee in the House of Representatives.
It argues that many Moroccan Jews and their descendants abroad have lost nationality rights by descent over generations due to circumstances such as distance, travel barriers, and political, economic and social conditions in their countries of residence.
Despite these challenges, the petition says descendants of Moroccan Jews abroad continue to maintain strong cultural and historical ties to Morocco.
Main proposals in the petition
The initiative calls for the creation of a national online platform to guide applicants through procedures step by step, with clear deadlines and access to information, including Moroccan Jewish family names.
It also proposes a dedicated communication center under the Ministry of Justice, with coordination from the Interior and Foreign Affairs ministries.
The petition further calls for stronger state involvement to support integration into economic, social, cultural, political and religious life, including the creation of specialized administrative services within ministries.
It suggests that Hebrew, alongside Arabic and Amazigh, be used as a language of communication with affected groups.
It also proposes establishing an independent national body to oversee religious affairs and calls for measures to protect Moroccan Jews from discrimination in Morocco and abroad.
The initiative references Morocco’s constitutional framework and regulatory law No. 64.14, as well as royal directives affirming the place of Moroccan Jews within national identity.
