Morocco ranked among the world’s safest countries in the Global Terrorism Index 2026, with no recorded terrorist incidents in recent years, even as violence remained heavily concentrated in a handful of conflict affected states, according to the latest report by the Institute for Economics and Peace.
The report said global deaths from terrorism fell 28% in 2025 to 5,582, but the decline masked sharp geographic disparities, with just under 70% of all deaths concentrated in five countries: Pakistan, Burkina Faso, Nigeria, Niger and the Democratic Republic of the Congo.
Sub Saharan Africa remained the global epicentre of terrorism, and the Sahel alone accounted for more than half of terrorism related deaths.
Against that backdrop, Morocco was part of a group of only 25 countries out of 163 that have recorded no terrorist attack since 2007, according to the index methodology.
Morocco’s terrorism score was listed at zero in the latest available country data.
The index also underscored the importance of state stability. It found that only 1% of terrorism deaths in 2025 occurred outside conflict zones and that around 64% of attacks took place within 100 km of a border, highlighting the role of territorial control, intelligence and cross border security cooperation.
Morocco’s long running counterterrorism approach has combined intelligence and security coordination with preventive measures including religious field supervision and international cooperation, according to U.S. State Department and U.N. materials describing Rabat’s strategy.
