Morocco’s agriculture minister said state partnerships with SODEA and SOGETA to manage state owned land through long term leases have generated about 15.4 billion dirhams in investment across agricultural value chains, reaching 85 percent of contractual commitments.
Minister Ahmed El Bouari said in a written reply to a parliamentary question that the scheme is based on long term leasing, not asset transfers, with terms ranging from 17 to 40 years depending on the project. Land is allocated through tenders under detailed specifications, with criteria focused on investor qualifications, project integration, investment size and value, and job creation.
El Bouari said the program has mobilized 120,529 hectares across 1,776 projects, including 800 small projects under 10 hectares in rainfed areas and 5 hectares in irrigated zones, covering about 2,624 hectares. Expected total investment is 24.24 billion dirhams, with more than 73,000 jobs projected.
He said monitoring committees carried out 126 follow up missions in 2025. Some projects have stalled due to water scarcity or market constraints. The ministry may terminate agreements and re launch tenders. About 2,000 hectares have been reassigned after contract cancellations.
