Morocco’s notaries, known as adouls, staged a two day warning strike on Feb. 18 and 19 in protest at draft law 22.16 regulating the profession, their national body said.
Soulaimane Adkhoul, head of the National Authority of Adouls, said the suspension of services nationwide was a “first and necessary step” in response to what he described as strong concern within the profession after the House of Representatives approved the bill without incorporating key proposals submitted by the body.
Adkhoul said the authority had met parliamentary groups and submitted detailed memoranda but its recommendations were not taken into account. He warned that further escalation could follow if what he called legitimate demands continue to be ignored.
Justice Minister Abdellatif Ouahbi said on national television that the bill will be discussed in the upper house in the coming months.
Adkhoul cited what he described as contradictions in the draft, arguing it requires specific results while failing to provide the legal and technical tools to ensure contractual security. He also raised concerns over provisions related to procedural certificates and entry requirements to the profession, calling for revisions.
