Morocco’s Finance and Economic Development Committee voted Friday to approve the 2026 draft finance bill in a second reading, endorsing an amendment that sharply reduces import duties on smartphones and other mobile devices.
The committee approved the government-backed amendment lowering the customs duty on smartphones and wireless communication devices from 17.5% to 2.5%. Lawmakers voted unanimously in favor of the change.
During Friday’s meeting, members also approved most of the amendments adopted earlier by the House of Councillors. The overall finance bill passed with 17 votes in favor, eight abstentions and no opposition votes.
The House of Councillors had approved the draft budget on Thursday in a plenary session attended by Minister Delegate for the Budget Fouzi Lekjaa. The bill was supported by 36 councillors, while 12 voted against it and six abstained.
Before the final vote, the upper chamber had endorsed the second part of the budget, sending the text back to the House of Representatives for a second reading, in line with legislative procedures.
The lower house had initially approved the 2026 draft budget in mid-November with 165 votes in favor and 55 against, marking the last finance bill of the current governmental and legislative term.
