Moroccan tax and customs authorities step up crackdown on suspected smuggling and tax evasion

Moroccan tax and customs authorities have intensified joint audits targeting companies suspected of tax evasion and illegal trade, sources told Hespress AR.

The operations, conducted between Tangier and Casablanca, follow reports of company imports and products being diverted to the black market through undisclosed warehouses.

Investigators identified a network of unregistered storage sites, mostly located in suburban and rural areas, where companies allegedly stockpiled large quantities of goods and sold them for cash outside official invoicing systems.

Authorities said these practices allowed the companies to declare only minimal transactions while generating millions of dirhams in unreported revenue.

So far, audits have focused on 13 companies. Investigators discovered the use of front offices to mislead authorities while actual sales occurred in secret warehouses. Sources added that complaints from rival businesses helped direct inspectors to the illicit operations.

Customs officials also relied on data from a central risk-analysis unit to pinpoint unregistered distribution points, particularly in Casablanca, Salé, Kenitra, and Tangier. These locations were reportedly used to sell goods wholesale to small retailers using falsified invoices.

Authorities noted that some individuals operated under the cover of small businesses renting warehouse space to conceal large-scale cash transactions. In some cases, companies maintained small storefronts in prominent markets, issuing fabricated invoices to customers while moving goods from distant, unregistered warehouses.

Officials cited an earlier case in Casablanca involving a Chinese investor who allegedly collaborated with Moroccan business operators to divert imported goods and evade taxes. Following complaints and intervention by judicial police, the investor left Morocco and authorities seized the company’s inventory.

The ongoing audits aim to curb illegal trade, strengthen tax compliance, and prevent further losses to state revenue.
