Morocco ramps up foreign accords as it prepares Security Council campaign

Morocco’s foreign ministry said it expects to sign 645 international agreements and treaties in 2026, up from 630 this year, as the kingdom intensifies diplomatic activity ahead of its planned bid for a non-permanent seat on the United Nations Security Council for the 2028–2029 term.

According to the ministry’s annual performance report presented to parliament during 2026 budget debates, the new accords include 120 political, 280 economic, 125 cultural and 150 in other sectors.

The report links the expansion to Morocco’s “growing diplomatic network and multilateral agenda,” as Rabat seeks to reinforce its influence across Africa and the Arab world.

Morocco is vying for one of the ten rotating seats on the 15-member Security Council that will become vacant in January 2028. The election, scheduled for mid-2027 at the UN General Assembly, will see two African seats open under the regional rotation system.

Morocco last served on the Council in 2012–2013 and has since positioned itself as a moderate partner on migration, counterterrorism, and climate security.

The ministry said the expected rise in treaties through 2027, followed by a temporary decline in 2028, reflects the rhythm of international negotiations, summit cycles, and preparatory diplomacy linked to the Security Council campaign.

The report also cited Morocco’s decentralization reforms, which have transferred parts of trade and investment diplomacy to regional authorities, as part of efforts to align foreign policy with development priorities.

It described the acceleration in treaty-making as a marker of Morocco’s effort to project stability and economic opportunity as it seeks broader international support ahead of the UN vote.
