Supreme Council of Ulema Publishes Text of Fatwa on Zakat
Friday 24 October 2025 - 19:09

The text of the Supreme Council of Ulema’s Fatwa on Zakat was made available online, on Friday at 3pm local time, after His Majesty King Mohammed VI, Commander of the Faithful, may God preserve Him, had kindly taken note of the text and given His High approval to make it available to the public.

The Fatwa text was published on the websites of the Supreme Council of Ulema and the ministry of Endowments and Islamic Affairs.

In the preamble to this Fatwa, the Supreme Council of Ulema emphasized that the purpose of this fatwa remains exclusively one of explanation (Al Bayan), communication (Attabligh), and reminder (Atadkir), which is at the heart of the duty of the ulemas.

The Council said that most of the rules of this fatwa are in line with the Maliki rite and focused on four aspects, namely the types of property subject to Zakat, the amount due for each category with money as a reference, while leaving free choice for those opting for gold, the time when Zakat becomes due, and the social categories that are entitled to it.

In this regard, the Council noted that the context excludes two categories of Zakat beneficiaries, namely those who collect it and Zakat dedicated to the emancipation of slaves.

Among the new developments, the Fatwa is not limited to ordinary goods (cereals, livestock), but also extends to agricultural products other than cereals, and to new sectors of trade, industr, and services.

The Council plans to open a section on its website dedicated to questions relating to Zakat for modern income-generating economic activities.

The Council also emphasized the moderate nature of the Fatwa, which is based on jurisprudence and responds to questions often raised by the public, noting that the Fatwa clarifies the provisions of the third pillar of Islam, which contributes to the protection of religion without coercion or interference.

The Supreme Council of Ulema had previously said in a statement that His Majesty King Mohammed VI, Commander of the Faithful, may God preserve Him, kindly took note of the text of the Fatwa on Zakat, and gave His High approval to make it available to the public.
