Morocco’s energy minister, Leila Benali, announced on Tuesday that 2025 will mark a major milestone in the nation’s climate agenda, as the country prepares to revise its Nationally Determined Contribution (NDC) under the Paris Agreement.

Speaking at the National Committee on Climate Change and Biodiversity in Rabat, Benali presented the third version of Morocco’s NDC (CDN 3.0) as a renewed, inclusive framework aligned with social, economic, and environmental priorities.

The updated plan includes a target to reduce greenhouse gas emissions by over 53% by 2035, a significant increase from previous commitments.

Benali said that the new roadmap emerged from an unprecedented consultation process involving over 60 bilateral meetings and strong female participation, accounting for 51% of contributors.

The plan outlines sector-specific targets, integrates biodiversity goals, and reflects principles of just transition, gender equality, and regional inclusion.

Morocco’s CDN 3.0 also introduces a portfolio of more than 190 bankable projects eligible for innovative climate finance mechanisms, including under Article 6 of the Paris Agreement.

The committee also discussed the alignment of Morocco’s National Biodiversity Action Plan with the Kunming-Montreal Global Biodiversity Framework, which aims to protect 30% of land and oceans by 2030, restore degraded ecosystems, and integrate biodiversity into national climate strategies.

Benali emphasized that success hinges on coordinated, inclusive implementation and mobilizing finance at all levels, especially local. She also called for youth, women, and vulnerable communities to be more involved in decision-making.

The meeting included reviews of Morocco’s sectoral decarbonization roadmaps, outcomes from the SB62 UNFCCC negotiations in Bonn, and the committee’s 2024 performance and 2025 work plan.

Morocco’s climate commitments have evolved steadily since 2016, when it first pledged a 42% emissions cut, later revised to 45.5% in 2021.
