The U.S. Department of Defense has awarded Cubic Defense Acquisition Inc. a nearly $400 million contract to provide logistical support for the P5 Combat Training System (P5CTS) — a cutting-edge air combat training platform used by multiple allied nations, including Morocco.
The contract, announced Tuesday in the Pentagon’s official defense contract bulletin, includes provisions for the U.S. Air Force and nine allied countries: Australia, Egypt, Kuwait, Morocco, Oman, Poland, Qatar, Saudi Arabia, and Singapore. Execution of the agreement will be based in San Diego, California, with work scheduled to continue through June 9, 2032.
Awarded through a sole-source acquisition, the deal will initially draw $3 million from the Foreign Military Sales (FMS) budget for fiscal year 2025. This funding mechanism reflects ongoing military cooperation between the U.S. and participating allies.
Cubic Defense describes the P5CTS as an advanced Air Combat Maneuvering Instrumentation (ACMI)-based system that enhances real-time mission training and post-flight analysis. The system captures air-to-air combat maneuvers and facilitates detailed debriefings for fighter pilots, making it a cornerstone of modern aerial training programs.
Currently in use by the U.S. Air Force and over 20 allied nations, the system has been integrated into more than 2,000 airborne units, including 600 internal modules installed on F‑35 jets.
In Morocco’s case, the system allows its F-16 fighter fleet to conduct advanced combat training missions alongside fifth-generation aircraft, reinforcing the North African country’s growing strategic interoperability with NATO and allied air forces.
This latest defense contract underlines Morocco’s ongoing modernization of its air force and its deepening security ties with the United States, particularly through the Foreign Military Sales program, which has played a crucial role in the country’s acquisition of cutting-edge military platforms and systems.
