Moroccan authorities are finalizing major preparations in Tangier for Operation Marhaba 2025, which will facilitate the return of millions of Moroccan expatriates during the summer holidays.
Local officials told Hespress that high-level coordination meetings have taken place in recent weeks, focusing on logistics, port readiness, and security ahead of the official launch of the operation on June 15. The initiative, which runs until September 15, will operate primarily through Tangier City Port and Tangier Med Port.
Organized annually in partnership with Spain since 1986, Operation Marhaba is one of the largest seasonal migration movements in the world, serving Moroccans traveling from across Europe to North Africa.
Forecasts from a bilateral coordination meeting earlier this month project more than 3.44 million travelers and 847,000 vehicles will cross the Strait of Gibraltar during the three-month period—representing a 4% increase in passenger volume and a 5% rise in vehicles compared to 2024.
To accommodate the surge, this summer’s maritime plan includes 12,012 round trips, up 8.4% from last year. The routes will connect southern Spanish ports with various Moroccan ports, with Tangier serving as the central hub.
Officials from both countries stress that the operation not only represents a human and logistical challenge, but also highlights the strength of bilateral cooperation in areas such as border security, maritime transport, and emergency response.
