Morocco came in at 67th place in the global readiness index for frontier technologies, the same spot it held in 2022, according to the 2025 UNCTAD report titled “Inclusive AI for Development.”
Thanks to more years of schooling and a rise in highly skilled workers, Morocco made progress in the human capital category. The education system is getting better, and more people are landing jobs that require solid tech and knowledge-based skills.
The country jumped ahead in the financing index, landing at 33rd place. This is due to better access to credit for the private sector, a key ingredient for pushing tech adoption in Moroccan businesses.
When it comes to internet infrastructure and research & development, Morocco is still lagging behind. It ranked 88th for IT infrastructure and 42nd for R&D.
These numbers show the country is still facing a digital gap, especially compared to more developed nations.
Issues like slow internet, limited digital services, and not enough investment in science and innovation continue to hold Morocco back.
That said, Morocco is becoming a fast-growing hub for developers. The report revealed a 35% growth in the number of developers between 2022 and 2023. This growth puts Morocco on par with booming tech regions like India and Hong Kong.
Morocco is also one of the few African countries—alongside Egypt—that outperformed the global average when it comes to adopting and developing AI.
However, most of the world’s cloud computing power and advanced digital infrastructure are controlled by tech giants like Amazon, Microsoft, and Google, companies that dominate around 80% of the global market.
These giants tend to overlook countries that don’t generate enough data traffic or profit, which puts places like Morocco at risk of being left behind in the digital race.
To avoid that, the UN report urges Moroccan decision-makers to invest in higher education and vocational training, build stronger digital infrastructure, and create a supportive, ethical space for innovation.
