A committee responsible for Morocco’s Hydrogen Offer has selected 5 national and international investors to undertake 6 projects in the southern provinces of the kingdom, with a total investment value of 319 billion dirhams.

This decision was made during a meeting in Rabat on Thursday, chaired by Prime Minister Aziz Akhannouch, in alignment with King Mohammed VI’s vision to elevate Morocco as a leading country in the green hydrogen sector.

According to a statement from the government, the selected investors include the “ORNX” alliance, composed of U.S.-based “Ortus,” Spain’s “Acciona,” and Germany’s “Nordex,” which will invest in ammonia production.

Another alliance, consisting of the UAE’s “Taqa” and Spain’s “Cepsa,” will focus on ammonia and synthetic fuel production.

Moroccan company “Nareva” will engage in ammonia, synthetic fuel, and green steel production. Saudi Arabia’s “ACWA Power” will invest in ammonia production, alongside another investment group involving two Chinese companies, “UEG” and “China Three Gorges,” to also produce ammonia.

During the meeting, head of government Aziz Akhannouch emphasized that the government has created a positive dynamic for the green hydrogen initiative, with a focus on precision and seriousness in its implementation.

This aligns with the King’s royal instructions in his July 2023 Throne Speech, which urged swift and high-quality action to capitalize on Morocco’s natural resources and meet global investor demands in this promising sector.

The statement also noted that project selection followed a transparent, scientific methodology, ensuring a balanced and sustainable partnership between Morocco and the investors.

The projects will involve the allocation of up to 30,000 hectares of public land per project, with the government ensuring proper use through contractual agreements.

These six projects complement two others from agreements signed in October 2024 between King Mohammed VI and French President Emmanuel Macron in Rabat.

One of these agreements involves Morocco and TotalEnergies, aiming to develop the green hydrogen sector, while the second focuses on the joint development of five projects, including a green hydrogen project, between OCP Group and ENGIE.

The statement further emphasized that the Morocco’s Hydrogen Offer will remain open to investors, and the ongoing efforts are a result of the hard work initiated by the Prime Minister’s office on March 11, 2024, to further develop the green hydrogen sector, leveraging Morocco’s strategic geographical position, rich natural resources, and world-class infrastructure.

The meeting was attended by several key government officials, including Minister of the Interior Abdelouafi Laftit, Minister of Equipment and Water Nizar Baraka, Minister of Industry and Trade Ryad Mezzour, Minister Delegate for Investment and Public Policy Evaluation Karim Zidan, Minister Delegate for Budget Faouzi Lekjaa, and Tarik Moufaddal, CEO of the Moroccan Agency for Sustainable Energy (MASEN).
